President Dr. Megan Storey-Hallam | Meg This is Megan's third year on the SANDCASP board. Megan is a member of the CASP Legislative and Advocacy Committee and the Mental Wellness Committee and also serves as a mentor for the NASP mentorship program. For the past two years, Megan has traveled to Sacramento with other SANDCASP board members to advocate for school psychology issues during CASP Legislative Days. Megan was recently named to the Top Women Leaders in Education in 2026 list by Women We Admire, and received an honorable mention for the 2026 Women of Impact Awards for the 77th District of the California State Assembly. She was also the recipient of the 2025 Ross Zatlin Mentorship Award and named as a finalist for the 2025 San Diego Magazine Celebrating Woman awards as an Education Pioneer. Personally, Megan enjoys yoga, swimming, and sailing. Her favorite pastime is traveling to new places with her husband and two children. |
Past President Sarah Maloney | Sarah is a native Californian who has practiced throughout Orange County and San Mateo County, and then settled down in beautiful San Diego. She currently works with the San Diego Unified School District (SDUSD) in the elementary and preschool programs and is a Licensed Educational Psychologist. Her career started at Chapman University in Orange County with a degree in Educational Psychology and an emphasis in Licensed Professional Clinical Counseling. She has dedicated her practice to providing equity in education for all students, of all backgrounds and abilities. A particular focus has been combating the racial disproportionalities of students in special education with targeted early intervention services.
When Sarah is not working to support the students and families of San Diego County, you will find her at the dog beaches with her chocolate lab, training for a triathlon, or sailing with her family.

President Elect Sarah Llorente | Sarah has 24 years of experience in School Psychology, working 18 of those years within the Chula Vista Elementary School District. Five years ago, she decided to move to San Diego Unified to be on the same break schedule as her twin sons. During her years in the field, Sarah has had the opportunity to work with preschool through high school aged students. In her free time, Sarah loves spending time with her 12 year olds, gardening, hiking, camping, rollerblading, and doing yoga. This is Sarah's second year on the SANDCASP Board. This past year, she served on the Events/Awards and Media committees. A highlight of the year was attending CASP Legislative Days, where she was able to meet with legislators and staffers at the state capitol to promote School Psychology and some very important education bills. Sarah is looking forward to another meaningful year on the board! |
Secretary Dr. Michelle Buchan |
Now settled in San Diego County, Michelle has embraced the opportunity to contribute to her new local professional community. She joined SANDCASP to connect with fellow professionals, and accepted the nomination for Secretary of the Executive Board in the Spring of 2025. She is happy to be supporting the association's mission and members in this role. She has been active in the California Association of School Psychologists (CASP) as well, contributing in conferences and meetings, including Legislative Days in Sacramento, to support legislation that improves education and mental health for all students in the state. Michelle is currently employed by the San Diego Unified School District (SDUSD). She has worked in various elementary, middle, and high schools there. Her interests are in working with parents and teachers on individualized interventions for students in need. In her free time, Michelle enjoys hiking with family and friends (new and old), exploring San Diego’s neighborhoods, swimming, kayaking, traveling, reading, and playing board games. |

Dr. Laura Mueller | Dr. Laura Mueller is a highly accomplished School Psychologist and educational leader who currently serves as the Program Director and Assistant Professor for the School Psychology PPS program at Alliant University (AU). Bringing over 14 years of experience as an adjunct professor across AU's masters and doctoral programs, she is also a distinguished alumna of the university, holding a Psy.D. in Educational Psychology and the "Outstanding Doctor of Education" award. Dr. Mueller is a Licensed Educational Psychologist (LEP) with extensive district experience across Poway Unified, having served in roles ranging from Program Specialist and Behavior Support Team Lead to ERMHS provider. A recognized expert on Nonsuicidal Self-Injury (NSSI), mental health crisis response, and chronic absenteeism, she frequently presents her research at national and state conferences, including the National Association of School Psychologists (NASP) and the California Association of School Psychologists (CASP). Her dedication to advancing the field includes co-authoring an upcoming book for NASP on addressing school attendance problems, as well as a contracted book for Guilford Publishing titled The School Clinician's Guide to Suicide, Nonsuicidal Self-Injury, and Mental Health Crisis Response. Dr. Mueller received the NASP Excellence in Leadership award for the 2024-2025 school year. |
Jarrett Clifton
| Jarrett is a Licensed Educational Psychologist, and he currently works as a School Psychologist within the Mountain Empire Unified School District (MEUSD). He is committed to pursuing collaborative approaches to support students while also learning and affirming the diversity of families, communities, and school staff alike. In addition to SANDCASP, Jarrett is a part of the NASP Practice Model Committee as ways to help promote best practices in School Psychology. Jarrett moved to San Diego in 2013 and completed his Educational Specialist degree in the School Psychology program at San Diego State University. Jarrett has served on the SANDCASP Board for a number of years. He was also the 2024 winner of the SANDCASP Ross Zatlin Mentorship Award. His professional interests include Multi-Tiered Systems of Support (MTSS), School-Based Mental Health, and Multicultural Education. He works diligently to fold these concepts into his school psychology service delivery in MEUSD and throughout San Diego County. |
Shameeka Lewis
| Shameeka Lewis is a Licensed Educational Psychologist with a deep passion for fostering culturally affirming, strength-based approaches in psychological assessments and mental health services. Her service delivery model is grounded in the belief that every student has unique strengths that, when recognized and nurtured, can unlock educational resilience. As a Nationally Certified School Psychologist, Shameeka has had the opportunity to implement a multitude of services and knowledge in the greater San Diego County and international levels. More specifically, she has integrated strengths-based assessments, equity-driven practices, and multi-tiered mental health supports into the schools she has served throughout her tenure as a school psychologist. She has also partnered with local communities to ensure holistic mental health support through family-school-community events and has published international educational policy recommendations that support strengths-based approaches in assessing youth mental health and wellbeing (Paz, Lambros, and Lewis, 2021). In recognition of her impact, Shameeka was named the 2024–2025 SANDCASP School Psychologist of the Year. She is deeply committed to empowering students, families, and educators with the tools they need to navigate learning differences with confidence and clarity. In her free time, she enjoys traveling the world, celebrating different cultures, spending quality time with her family, and creating fun memories with friends. |
Ann Mellon
| Ann Mellon is a school psychologist serving the San Diego Unified School District where she has taken on a variety of roles since 2012. She is a graduate of San Diego State University and Alliant International University, where she earned her Master of Arts in Education and School Psychology. She has enjoyed serving on the SANDCASP Board for the last six years. Ann previously taught a film-production class for seven years at Sandburg Elementary School. She designed the curriculum and worked with students to produce the weekly "Pawsitive News," with a focus on multicultural community events and character-building life skills such as mutual respect, honesty, responsibility, and persistence. Her students won first place in 2017 for the documentary they submitted in the Innovative Videos in Education competition. They brought a new level of awareness to a wide audience. They shared strategies to help caregivers navigate the potential dangers that many on this journey may face as they help family members with memory deficits. Ann’s professional interests include crisis prevention, trauma-informed practices and interventions, and post-traumatic growth. She enjoys encouraging students to develop their strengths and strategies to overcome challenges, learn, and thrive. She focuses on the positives. Her personal passions gravitate toward the creative and visual arts. She appreciates simple pleasures, kindnesses, positive attitudes, inclusive practices, learning, time spent laughing and in nature hiking or biking, and making precious memories with family and friends. |
Shawn Dee Hartless
| Shawn Dee has worked as a school psychologist for over 21 years. She is currently working in the San Diego Unified School District (SDUSD) at La Jolla High School. Shawn Dee graduated from San Diego State with a Bachelor of Arts in Psychology, Pepperdine University, with a Master’s in Clinical Psychology and Marriage and Family Therapy, before receiving her PPSS at National University. She has a Marriage and Family Therapy license and is licensed as an educational psychologist, and she has previously worked in private practice. Recently, Shawn Dee has been Chair of the school psychologist Program Governance Team (PGT) at SDUSD and is currently a San Diego Education Association (SDEA) representative for school psychologists. Her professional interests are mental health/wellness, social-emotional learning, and trauma-informed practices. Shawn Dee enjoys spending time with her family and friends, running, and walking her dog. Additionally, her daughter graduated from the University of Michigan. Go Wolverines! |
Melissa Martin
| Melissa is in her sixth year as a school psychologist and recently began practicing as a Licensed Educational Psychologist, currently conducting independent evaluations in private practice. She is passionate about early intervention, mindfulness, and strengths-based, neurodiversity-affirming practices. Melissa believes every child deserves to be seen, understood, and supported in ways that honor their unique strengths and needs. In addition to her work as a psychologist, Melissa is a registered children’s yoga teacher who integrates trauma-informed and somatic approaches to support regulation, connection, and resilience in young learners. Outside of work, she enjoys reading, dancing, music, traveling, and spending time with her dog, family, and friends. Melissa is honored to serve on the SANDCASP board and looks forward to supporting the field alongside fellow professionals. |
Student Representatives
Joshua Giron | Joshua Giron is currently in his second year as a SANDCASP Student Representative from National University. He is in the third year of his Master's program and is working as a School Psychology Intern for Grossmont Union High School District. Previously, Josh has worked as a paraeducator, high school football coach, as well as several years as a manager in the restaurant industry. A few of Josh's professional areas of interest are in Autism, Cognitive Behavior Therapy, and Social Emotional Learning. Outside of work, Josh has an eclectic range of passions and hobbies such as superheroes, board games, sports, and conversing with others. Above all, he seeks to engage in servant leadership within the San Diego community to foster positive relationships with students and their families. His goal is to develop the tools necessary for students to navigate school life with independence and confidence. |
Diego Camargo
| Diego Camargo is an Education Specialist candidate in the School Psychology Program and holds an M.S. in School Psychology. Through extensive practicum, research, and professional experiences, he has developed a strong commitment to culturally responsive and equitable school psychology practice. Diego has contributed to the SDSU x SDUSD Student Wellbeing Index Research Team, supported proposal development for NASP presentations, and participated in the BRIDGES Symposium at St. John’s University as a bilingual scholar and recipient of the PUEDE² Graduate Bilingual School Psychologist and Speech-Language Pathologist Grant. Most recently, he was awarded the Dr. Valerie Cook-Morales Memorial Scholarship in recognition of his commitment to the profession, promise as a future school psychologist, and dedication to serving as a change agent. His professional interests include advocacy, culturally responsive practice, family-school collaboration, coalition building, equitable systems change, and comprehensive support for historically marginalized students and families. |
